Coinciding with a notable lack of investable STR inventory (currently we’re showing roughly 1498 total Single Family Homes For Sale along the Oregon Coast, with nearly 367 or nearly 20% of active listings are PENDING) - there is discussion of a federal housing “emergency” or similar initiative declaration: expect proposals aimed at lowering build/rehab friction—think targeted tariff relief on materials and efforts to standardize/streamline permitting. That can ease costs and shorten timelines. Final scope would depend on the actual declaration and follow-on rule-making.
What it won’t do: It won’t magically create unlimited funds or override local STR licensing, zoning, or caps. Oregon Coast cities/counties will still control whether a property can operate as an STR.

SEASIDE OREGON - Non active STRs are subject to a 90 day wait period
ROCKAWAY BEACH OREGON - Proposal to end transferability of licenses*
PACIFIC CITY - Licenses can transfer outright*
YACHATS - Subject to waitlist but is now below ten persons*
FLORENCE - Regulations proposed but no updates*
Warrenton - Current HOA’s that permit STRs propose restrictions
Oregon Coast STR playbook (licensed, zoned, turnkey)
We Verify license-ability first: Confirmed zoning, caps/waitlists, parking/occupancy, HOA rules, septic capacity, and local TOT requirements before you underwrite NOI.
Prioritize “day-one” performers: Target properties with documented history or turnkey upgrades to hit revenue quickly.
De-risk insurability: Quote premiums early (wind/flood/wildfire); coastal premiums can swing cash flow.
Q4 timeline to lock 2025 material participation
Now–Oct: Identify/qualify targets (licensed/zoned), line up lender, scrub insurance, and model STR revenue.
Oct–Nov: Go under contract/close to create real operating tasks (setup, vendors, listings, guest ops).
By Dec 31: Closed and logged hours (onboarded, vendor management, guest comms).
Jan: Rinse & Repeat.
Mortgage Rates are on the Move - Rule of thumb: every 0.25% change in rate moves payment about $104/mo per $500K of loan—helpful for sensitivity tests.
1031 Exchange alignment
45/180-day windows still rule the day. If you’re exchanging, structure around licensed/zoned STRs and coordinate closing so you can immediately begin active participation tasks.
Beware of timing gaps that push activity beyond year-end—plan the calendar backward from Dec 31.

We anticipate a significant - if not dramatic loosening of monetary policy in the coming months and years. It is estimated that a 1% drop in average 30 year mortgage rates would catapult 500k+ buyers into the market.
